About Us

New Mexico County Insurance Authority (NMCIA) was formed in 1986 through a Joint Powers Agreement among New Mexico counties to self-insure for various risks. Members created the Workers’ Compensation Fund in 1987 when commercial rates for this coverage increased dramatically and numerous carriers opted not to offer coverage to public entities.

Members created the Multi-Line Pool in 1989 to provide property and liability coverage including general liability, crime, and automobile liability.

The Law Enforcement Pool was created in 1995 as a sub-set of the Multi-Line Pool to provide coverage for law enforcement activities including sheriff departments and detention centers when State Risk Management no longer provided coverage to county entities.

Effective January 1, 2020 the three pools merged into one self-insurance pool to create greater efficiency and financial strength, with all members signing a new joint powers agreement.
